In 60s of the twentieth century, high natural increase rate was responsible for the rapid growth of rural population number, and the last process in its turn provided mass migration of labor forces towards the cities.<\/p>\n<p style=\"text-align: justify;\">During the following period, especially in the years of independence, fall of level of living entailed sharp reduction in natural growth rate. Consequently, the cities became deprived of the source of population growth due to reduction in natural increase rate by rural places. In the meantime, sexual composition of the birth process is changed, which results in un\u00addesirable change in sex composition of the population. Therefore, it is necessary to regulate the demographic situation in the country, in particular among the rural population.
