Abstract. Infrastructure sectors play an important role in population settlement, employment provision, healthcare, recreation, and the functioning of other economic sectors. The density of their facility networks, the services provided, and the population served depend on the area’s level of development, the growth of cities and settlements, the functions they perform, population size, and economic potential.  In the regions of Azerbaijan, including the Shirvan-Salyan economic region, most infrastructure indicators are significantly below the national average. This is most evident in the sectors of healthcare, trade, paid services, household services, and tourism. The difficulties of the transition period, limited funding, and low social protection for workers have led to a decline in the number of enterprises and cuts in personnel. Therefore, it is essential to increase funding for these sectors and to encourage the creation of a network of private enterprises. This article analyzes the current state of development of the region’s infrastructure sectors, identifies existing problems, and suggests solutions.
